Best Buy Shady Bussiness Policy - BLU Cell Phone

I purchased a BLU phone from Best Buy and it did not work properly. There were literally no instructions and the sales person one of which I found out later was a manager; gave me no instructions. I was told there was a 14 day return policy; however no mentioned a 35 dollar fee. I was give a photo copy of the policy that did not carry the best buy logo. I thought Best Buy was a reputable company. Could someone from corporate contact me and help resolve this rip off issue. Is this really a best Buy Policy and if so why was it not listed on the paperwork? I feel Ripped Off!
